The short answer is YES.
According to the US Dept of Homeland Security, “Countries around the world support TSA’s approach to reducing the amount of liquids, gels and aerosols passengers can bring in their carry-ons”. (From TSA.gov)
In fact, they mention that the following countries all have subscribed to the 3-1-1 policy:
Australia, Austria, Belgium, Bulgaria, Brazil, Canada, [...]
