Until now, it was difficult, but possible to fly without a valid identification card.
However, this all changes on June 21st when the TSA requires identification for all air passengers, according to a CNET post and the TSA Blog:
“Beginning Saturday, June 21, 2008 passengers that willfully refuse to provide identification at security checkpoint will be denied [...]

This week, it was announced that x-ray scanners have been installed in 10 airports across the country.
